United Nations International Law Seminar for African Universities 2016

Kofi Annan International Peacekeeping Training Centre, Accra, Ghana

The International Law Seminar for African Universities was conducted by the African Institute of International Law, in cooperation with the African Union and the Codification Division of the United Nations Office of Legal Affairs, to mark the fiftieth anniversary of the establishment of the United Nations Programme of Assistance in the Teaching, Study, Dissemination and Wider Appreciation of International Law in 1965, proposed by Ambassador Emmanuel K. Dadzie of Ghana. The fundamental goal of the seminar is to provide essential capacity-building in international law education for academic institutions in Africa needed for development and promotion of the rule of law in Africa.

The 30 participants from universities in 19 African countries attended the following lectures: “Introduction to International Law” (Professor Sean Murphy); African Union Law and Institutions (Professor Adelardus Kilangi); International Human Rights Law and African Human Rights Law (Professor Obiora C. Okafor), International Humanitarian Law and International Criminal Law (Brigadier Kevin Riordan); and Regional Integration, International Trade and Investment Law (Professor Makane Mbengue). The seminar was funded by voluntary contributions from the African Union ($20,000), China ($20,000), Finland ($20,000), Italy ($20,000), New Zealand ($NZ 30,000), and Sweden ($25,000).

The General Assembly has reaffirmed the mandate and encouraged Member States to provide voluntary contributions to fund the seminar in 2017, 2024 and 2025 (resolutions 71/139, 78/107 and 79/120). The seminar has not been held due to lack of funding.
